Added a custom tool that supports elevan labs voiceovers

This tool does not have any unlimited plan. but they have limited character plan, which i think doesnot good in a sharing account. The character limits will deplete rapidly due to its hype in public. BTW this is a good tool.

Fanta: Well its provides 30k credits to each users and not shared accross the user so we can give same credits for each premium plan user.
